Differences Between Iraq, Kuwait over Border Issues

Wednesday, 4 September, 2019 – 11:15
Iraqi Foreign Ministry spokesman Ahmad Sahhaf (MOFA)
Baghdad – Fadhel al-Nashmi
Iraq’s Foreign Ministry acknowledged Tuesday sending two identical letters to the UN secretary-general and president of the UN security council on controversial border issues with Kuwait. It also referred to a similar letter sent earlier by Kuwait in this regard.

Contrary to the convulsive statements made by Kuwaiti and Iraqi deputies in light of the complaint submitted, the Iraqi Foreign Ministry, through its spokesman Ahmad Sahhaf, appeared to have sought to “calmly” deal with the issue.

In a statement, of which Asharq Al-Awsat has received a copy, Sahhaf said that there is a “legal dispute with Kuwait over dealing with a maritime border issue between the two countries.”

“It is in dealing with a border site which we refer to as (base) while the Kuwaiti side refers to it as (island) as the baseline adopted in drawing the maritime border between the two countries at a certain point after sign 162,” he explained.

He also pointed to the ongoing negotiations on the specific point of view.

It is noteworthy that Iraq has already expressed its objection over Kuwait’s unilateral construction projects in the disputed area.

“Kuwait has sent letters to the UN on its position in this regard, prompting Iraq to send identical letters to both the UN secretary-general and president of the UN security council,” Sahhaf explained.

Iraq’s goal is to indicate the legal interpretation of the situation, which would most probably serve Iraq’s favor, Sahhaf added.

Press reports in Kuwait quoted Monday UN diplomatic sources as saying that the Iraqi Permanent Representative to the UN, Mohammed Bahr al-Uloom, delivered a letter to the president of the Security Council requesting it to be circulated as an official document.

Reports added that the Iraqi government has called on the UN to document its official complaint against Kuwait’s’ geographical changes carried out in the maritime area after the sign 162 in Khor Abdullah by installing a port structure over Fisht Al-Eij area unilaterally without taking Iraq’s consent.

Latest developments between Iraq and Kuwait take place after years of calm and communication, which followed a long rivalry as a result of Saddam Hussein’s occupation of Kuwait in 1990.

Talks between India and China on the boundary issue under the framework of the Special Representatives (SR) mechanism are likely to be delayed, four people familiar with developments said on Tuesday.

To be sure, the two sides had not formally announced any dates for the talks under the SR mechanism. But the people cited above said that China’s foreign minister Wang Yi was expected to visit New Delhi next week for talks with National Security Adviser (NSA) Ajit Doval.

The Indian Army’s Udhampur-based Northern Army commander, Lt Gen Ranbir Singh, is also not going for a visit to China as scheduled, the people said. The visit was expected to take place this month, but the exact dates could not be immediately ascertained. The Northern Army command is the nerve-centre for counter-insurgency operations in Jammu & Kashmir and is also responsible for guarding the Line of Control (LoC).

The reasons for the likely change in the schedule for the talks between the Special Representatives, and the change in the top Indian general’s visit to China, could not immediately be ascertained.

HT has learnt, however, that the SR talks would be held in the near future.

India and China have held more than 20 rounds of talks under the mechanism to settle the dispute over the 3,488-km Line of Actual Control (LAC).

The countries are also continuing with preparations for the second informal summit between Prime Minister Narendra Modi and President Xi Jinping, expected to be held during October 11-12.

The people cited above said the two sides were looking at four possible venues – Chennai, Hyderabad, Mumbai and Varanasi – for the informal summit. The first informal summit between Modi and Xi was held in Wuhan last year and helped put bilateral ties on an even keel after the 73-day military standoff at Doklam in 2017.

Wang Yi, who is also a state councillor, is set to visit Islamabad on September 7 for a trilateral Afghanistan-China-Pakistan meeting, people aware of the matter in China said. He will then travel to Kathmandu on September 8 to prepare for President Xi Jinping’s proposed visit to Nepal in October.

Meanwhile, China’s new envoy to India, Sun Weidong, said on Tuesday that the two countries should work to reduce their differences and settle their disputes through talks. “For neighbors and major countries, differences are hard to avoid. The key is to properly handle them,” he told a welcome reception hosted by the Chinese embassy.

Indian officials will attempt to close certain gaps in a draft agreement for operationalising the Kartarpur corridor when they meet their Pakistani counterparts at Attari on September 4, people familiar with the developments said on Tuesday.

This will be third meeting between officials of the rank of joint secretary to discuss and finalise modalities for facilitating Indian pilgrims to visit Darbar Sahib gurdwara at Kartarpur in Punjab.

“We had shared our suggestions with regard to various provisions of the joint draft agreement arrived at after the second round of talks at Wagah in Pakistan on July 14,” said a person who didn’t wish to be named.

“We look forward to closing the gaps with the view to early finalisation of the agreement on the Kartarpur corridor,” the person added.

The meeting will also review the progress made in building infrastructure related to the corridor and decisions made at a meeting of technical experts at the zero point on the international border on August 30.

India had earlier proposed dates in the first week of September to finalise the agreement on the Kartarpur corridor in time for the 550th birth anniversary of Guru Nanak in November. The corridor will link Dera Baba Nanak in India’s Gurdaspur district to Darbar Sahib gurdwara at Kartarpur in Pakistan.

Several technical-level meetings have focused on the alignment of a temporary road for the corridor, modalities to exchange information about using the corridor, and modalities to cope with emergencies, including medical cases.

Work on physical infrastructure for the corridor, including the passenger terminal building and highway, is progressing on schedule. A senior official of India’s home ministry is chairing regular meetings of an inter-ministerial group to monitor progress and ensure timely implementation of state-of-the-art facilities.

The corridor is meant to facilitate visa-free movement of Indian pilgrims, who will have to obtain a permit to visit Darbar Sahib, built at the spot where Guru Nanak, the founder of the Sikh religion, spent the last years of his life.

Despite tensions over the revocation of Jammu and Kashmir’s special status, India and Pakistan have committed themselves to opening the Kartarpur Corridor in time for Guru Nanak’s birth anniversary.

The 22nd round of the India-China Special Representatives dialogue on the boundary issue will take place in New Delhi in mid-September. National Security Adviser Ajit Doval is evaluating the “early harvest” proposals sent by Beijing to build trust between the two sides ahead of the meeting.

Dates for the meeting between Doval and Chinese State Councillor Wang Yi, the interlocutors, haven’t yet been finalized, Hindustan Times learns from Chinese and Indian diplomats.

The foreign ministers dialogue on August 11-13 in Beijing and the Special Representative talks are precursors to the October 11-12 informal summit between Prime Minister Narendra Modi and Chinese President Xi Jinping in India for which Varanasi is being considered as the potential venue.

Senior Chinese diplomats said Beijing was very serious about getting the longstanding boundary issues with both India and Bhutan out of the way, and that Wang had sent “early harvest” proposals to India.

Neither side is willing to share the contents of the proposals. However, Beijing, as indicated by HT’s conversations with Chinese diplomats, is showing no signs of changing any positions with New Delhi, be it India’s membership of the Nuclear Suppliers Group (NSG) or full political support to its “all weather ally” Pakistan.

The trust factor between the two sides has also taken a hit after China, joined by the United Kingdom, still living in its imperial past, supported Pakistan in the informal United Nations Security Council (UNSC) meeting on Monday against the Narendra Modi government’s decision to nullify Article 370 and Article 35 A of the Indian Constitution pertaining to Jammu and Kashmir.

The overall sense from the UNSC meeting was that both countries were hopelessly outnumbered and out maneuvered in their quest for a formal outcome by the remaining 13 members led by the US and France.

In his meeting this month in Beijing with State Councillor Wang, who is also foreign minister, external affairs minister S Jaishankar had made it very clear that both countries should be sensitive to each other’s core concerns. “If Beijing wants India to support One China that includes Taiwan, Tibet, Xinjiang and Hong Kong, then it also must support One India,” said a top official.

Indian diplomats based in the US said the latest Chinese move in support of Pakistan on Kashmir will lead to a cooling of ties; Article 370 and Article 35 A have nothing to do with beaching either the UN Charter or the 1972 Simla Agreement between India and Pakistan, they say. Despite Chinese diplomats vehemently denying it, Beijing wants to play elder brother to South Asia as the dominant power in the region and will support Pakistan for its own economic and strategic interests.

In the circumstances, mutual trust between the two countries can only be built if President Xi, or Xi Dada (elder brother as he is called), can overrule the status quoits in Beijing and opt for a mutually beneficial and mutually acceptable solution to the long-pending dispute over the boundary.

Trump administration’s near-total asylum ban blocked by judge

Trump administration’s near-total asylum ban blocked by judge

Delivering a painful defeat to the Trump administration’s most sweeping effort to single-handedly overhaul the asylum system without Congress, a federal judge on Wednesday blocked a rule that made most migrants from Central America and other countries ineligible for asylum at the U.S.-Mexico border.

Judge Jon Tigar of the U.S. District Court for the Northern District of California agreed to issue a temporary injunction halting the policy while he reviews the merits of a legal challenge spearheaded by the American Civil Liberties Union (ACLU).

In his order, Tigar seemed to agree with the concerns raised by the plaintiffs that policy could result in the U.S. government sending asylum seekers back to dangerous circumstances just because they did not seek protection in countries like Mexico. The judge noted Mexico does not have as robust of an asylum system as the U.S. to guarantee people safe haven.

“An injunction would vindicate the public’s interest — which our existing immigration laws clearly articulate — in ensuring that we do not deliver aliens into the hands of their persecutors,” Tigar wrote in his 45-page order.

Earlier on Wednesday, a federal judge in Washington declined to block the policy as requested by plaintiffs in a second court challenge to the controversial policy.

The rule facing this court challenge restricts access to the U.S. asylum system for non-Mexican migrants who traveled through Mexico and other countries to reach the southwestern border, but did not seek protection in those nations. Although designed to stem the flow of Central American migrants journeying north, the regulation also affected people from other parts of the world trying to reach the U.S. through Mexico — including Cubans, Venezuelans, Brazilians and central Africans, who have traveled to the U.S.-Mexico border in higher numbers this year.

The joint regulation represented a drastic change in the asylum system for migrants seeking refuge at the southern border. Before the rule, migrants who crossed into the U.S. illegally were allowed to claim asylum after being apprehended by Border Patrol officers. Most asylum-seeking families were typically released from immigration custody after less than 20 days in detention and allowed to remain in the U.S. while their cases were adjudicated.

Late last year, Tigar blocked a similar effort by the administration to prohibit migrants who cross the border illegally from being able to seek asylum.

Melissa Crow, a senior supervising attorney at the Southern Poverty Law Center’s Immigrant Justice Project, one of the groups that joined the ACLU in the San Francisco court challenge to the new rule, praised Tigar’s ruling on Wednesday.

“Today’s ruling is an important victory for incredibly vulnerable individuals and families from besieged Central American countries seeking refuge in our country,” Crow said in a statement. “We will continue to fight this draconian policy as well as the myriad of others through which the Trump administration continues to wage war on asylum-seekers and our nation’s asylum system.”

Soon after the regulation took effect last week, two lawsuits — including the one spearheaded by the ACLU — were filed to block the policy. The plaintiffs argued that the regulation was devised contrary to federal rule-making procedures and violated the 1952 Immigration and Nationality Act (INA), which allows most who set foot on American soil to seek asylum if they fear persecution in their homeland.

The complaint filed by the ACLU and other groups in San Francisco said the new rule violated that core provision in U.S. law. The plaintiffs also noted that Congress, under the the INA, stipulated that the government could deport asylum seekers to a third country to seek safe haven only if the U.S. and said nation were part of a bilateral or multilateral agreement.

“The Rule is a part of an unlawful effort to significantly undermine, if not virtually repeal, the U.S. asylum system at the southern border, and cruelly closes our doors to refugees fleeing persecution, forcing them to return to harm,” the petition read.

In a rare public rebuke of domestic U.S. policy, the Office of the United Nations High Commissioner for Refugees — which receives U.S. funds — denounced the regulation as a “severe” effort that was not “in line” with international obligations for refugees.

“It will put vulnerable families at risk,” High Commissioner Filippo Grandi said earlier in the week, noting that many migrants do find “effective international protection” in the countries they travel through to get to the U.S.-Mexico border. “It will undermine efforts by countries across the region to devise the coherent, collective responses that are needed.”

However, administration officials, who have often railed against “loopholes” in the U.S. asylum system, have strongly defended the rule, casting it as a much-needed move for the government to deal with the months-long surge of Central America families heading toward the southern border.

Attorney General William Barr — who oversees the country’s immigration courts — said the rule was also designed to crack down on “forum shopping by economic migrants,” referring to a term used by immigration hardliners to describe the decision-making that they believe migrants engage in. They accuse migrants of preferring to seek asylum in the U.S., rather than in the countries along their journey that might be able to offer them safe haven.

Troubles That Are Coming To All Of Us—–Soon

Troubles that are coming—Soon

There are many things that have happened that are horrible, but even worse things are soon to come upon the human race. The secular world does not know, they do not see, because they do not study, because they do not believe the things that are about to come upon all of us. Ignorance to reality will not save any of us from that reality, I wish it would, but it won’t. Here in America, a nation that was founded on Christian beliefs has turned its back on anything and everything to do with the Bible, faith, and Jesus, and then we wonder why our nation and the world has turned so violent and hate filled. Hollywood and the media teach society that they are the path to follow, that total ego is the true path to follow if we want a life of happiness. Hollywood and the media push violence, cursing, and filth at everyone from birth to the grave and call it good and call it progress. Hollywood and the liberal left now insist that women not having the right to murder their babies is stone age thinking and they say the far right is trying to take away this “right”. If a person was to believe Christian or Jewish Scripture then they would understand that our excepted society is evil, this is why they constantly have to attack these faiths, and try to demonize them. You see these faith-based religions teach that what our society is teaching is evil, this is why they attack all that is sound Scriptural doctrine otherwise they would have to admit that they are the ones that are pure evil. About a month ago in this blog I wrote of some bad things that have happened, things past tense that were secret evils. By no means am I saying that I know everything, nor that I have been shown everything, nor that I understand everything past or future, I can only tell you the things that I have been shown and the things that I believe. All I can do is bring them to your attention, believe whatever you wish; I’m just trying to be helpful. I am going to tell you things that I know are going to happen to America in the very near future and something’s that are America and world related that are soon to happen most within this next generation. I would like to say “may God have mercy upon all of us”, but that would be misleading if we don’t even know what God means by mercy. People, friends, brothers, sisters, the world has never seen the level of Hell that is coming to the face of this planet.

Now I will start to tell you of the things that are soon to come here in America then I will expand to some more global issues.—The mark of the Devil and the sign of the Antichrist ARE NOT the same thing! When I was growing up in a Christian believing household I was always led to believe that there was simply one “Devil”, well, there is only one Satan but also thousands of other former Angels turned Demons. Demons can only possess one person at a time unlike the Spirit of God who can possess billions at one time. So, these Demons, who do you think would be their prime targets to possess? Would the prime targets be the average office worker or factory worker, or politicians and world leaders?  Which leaders would be the most prime targets? All leaders would be targets but the most prime ones would obviously be the leaders with the most power, of the countries with the most power. Where do you think the leaders of your Country would place on the Demons wish list? People, the governments are evil and they are only going to get worse!

As any American knows if they are paying any attention to life around them we are having trouble securing our borders and we are having trouble securing our money supply from fraud. Also identity theft is becoming more and more of a problem in our society. At every level our society and it’s so called securities are breaking down. As we all know, the governments are becoming all-powerful and it is only through their great wisdom that we the people can be “saved”. We become totally dependent upon our Leaders, we must all do what they say or we become the enemy of our Nation. The government must come up with a program that can secure the Nation’s borders for our own security. The government’s money supply and the finances of our people must be secured so that everyone’s savings and property isn’t stolen by the bad guys. But, how can such a thing be done?—Revelation 13:16 and 17, “And He (the beast) caused everyone, both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their forehead: So that no man could buy or sell, unless he had the mark,…”.  Also Revelation 14: 9-11, “…if any man worships the Beast and His image, and receives His mark in his forehead, or in his hand, the same shall drink of the wrath of the wine of God, which is poured out without mixture into the cup of His indignation: and he shall be tormented with fire and brimstone in the presence of the Holy Angels, and in the presence of the Lamb (Jesus): And the smoke of their torment will ascend up forever and ever: and they shall have no rest day or night, who worship the beast and his image, and whosoever receives the mark of his name”.  Friends, this is just a small piece of the trouble that is already busting through our doors, we all need to think about what we are doing and what we are going to do.

I’ll just put a couple of questions out to you, all I ask is that people just quietly think about them in their own brain. These are what if questions, what if I am correct about what I have told you? I know these things by faith, prayer, study, and a lifetime of observation.  What if our federal government decides that they have no choice but to implement a chip policy? Chip systems have been in place now for a long time, a different type of chip, but you ease in controversial changes to get people to learn to conform to their “necessary requirements”. We started out with putting chips in our animals so we wouldn’t lose them, then came added information like health records. Well, before you say that’s just about animals, there has been a program now for several years putting chips in newborns for the same type reasons as the animals. O’ by the way, preschool and grade school children by parental requests have been getting these for the same type reasons, getting lost, stolen, medical info etc.

Now, about us adults, we all have to decide what we are going to do when these chips are required instead of the current permission/request policy. Everyone in this country is a number from birth, that makes things easy enough. We are all going to have to decide in our own minds what we are going to do if/when this happens. Millions will go along with it without thought; it will sound like a great idea. These are the people who are usually ignorant of the Scriptures and who usually have no religion/faith in their up bringing. Many people, even those who say they are Christian will not like it, but they will conform. The reasons for this are simple, if there is no cash system, then no plastic, only the chip in your wrist/hand (during the Roman Empire and the time of the first advent the wrist was considered to be part of the hand) and all financial information is loaded onto your chip, and without the chip you have no financial means to survive, what are You going to do?

When you cannot work, buy, sell, or rent a place to live, not even a skid row flee bag motel; when you cannot buy gas or food and you are going to lose absolutely everything you thought you owned, what are you going to do? When you find yourself out in the street with no shelter or food and no way to get any, are you going to allow the chip? Remember how the government in the late 1800’s stole everything the Indian people owned, then those they hadn’t already killed they forced onto reservations? How many times once the people were rounded up and disarmed did the military get sent in to scorch the earth of them? History lessons make perfect examples of evil and how too! The only people who absolutely refuse to be chipped will be the true faithful of the Christian population and some of our Jewish brothers. These people will become enemy number one of the State who will get blamed for all the worlds problems. Remember Germany/Hitler/WW-II, how did this evil empire accomplish its goal of killing every Jewish person on earth? The slogan after the war was “never again”, people, that was only a blueprint to grow from when you have evil running your countries.

Whatever we put first in our lives IS our God, how about our money, is that our God? These things are coming; they are not that far away. Again, I ask You the question, brother what are You going to do?

Here Is The Solution To The Kashmir Conflict: Both Parties Do This And The Conflict Is Over!

(HERE IS THE SOLUTION TO THE KASHMIR CONFLICT: BOTH PARTIES DO THIS AND THE CONFLICT IS OVER)

I am going to write this article as a ‘Medium’! I have never been able to afford a trip to Kashmir and my health these days would never allow me to go even if I could afford to do so. I am basing my decision on the plethora of articles that have been written on the area and the conflict that has been raging there for years. Some of the articles were written by professional News Paper Reporters but most have been written by tourist and by people whom have lived there at different points in their lives. There are a few reasons that I believe that a person like me is qualified to write this article whether you think so or not and I will explain them to you now. I am a person who has absolutely nothing to gain or to lose concerning the conflict there. I know no one there and I have no business interest there, I am simply an unconnected observer who simply wants peace for all people on both sides of the issue. The other thing is that I am totally honest and unbiased, I am not against either Nation, I only wish peace and prosperity for all people on both sides. Also, I am a Christian, I am not Hindu nor am I a believer of Islam I have no ties at all to India nor to Pakistan.

In compromises the results are usually that neither side is overjoyed nor is either side really over the top mad. You gain and you lose in a good compromise. In this case I am going to bring up two main results of my compromise that are directly aimed at both sides equally. First though, all sides of the current (LoC) Line of Control must at once stop all aggression toward everyone. Doing this does many things, first and foremost it helps keep the soldiers and civilians alive and uninjured on both sides of this Line of Control. If all offensive actions stop the people of the region can once again open their stores and factories and be allowed to walk their streets in safety. This constant state of aggression does nothing positive for the citizens on either side of this ‘border’. If your side of the border has ‘militants’ who refuse to quit trying to kill people then the government and the soldiers from that side of the border must neutralize these aggressors at once. Neither side can allow a hand full of hate filled animals to start a full-blown war with your neighbors. Whether it is soldiers or militia units the government must make it plain that any aggressors will be put in prison for the rest of their lives, or executed if they continue to try to cause this war. If this is implemented on both sides, there is no more violence on either side of the (LoC).

I am going to address the issue of the Kashmir Border with you now. This conflict between India and Pakistan has resulted in nothing but death to soldiers and civilians on both side for years now, the conflict is not a positive issue for the people on either side. The Leaders of both Countries must step up and order a total stop of all aggression, if they are Leaders then they both need to act like it. I am going to suggest that the ‘unmovable Border’ be exactly where the ‘Line of Control’ is right now. Both sides have been dealing with this line in the sand for years now, make this line the official Border right now! This concept is sort of like the issue with the two Korea’s. There was a long bloody war where the Armies fought up and down that peninsula for years causing the death of thousands of soldiers and civilians until they finally settled on a Border at the 38 parallel that is also called the DMZ or demilitarized zone. That conflict is more about nonreligious ideologies of freedom and Capitalism or Communism and no freedom. Your conflict goes back to the time of Mr. Gandhi when you became two Nations instead of just one. Your conflict is now and was then about your Religions, Hindu and Islam. Pakistan was created because the Islamic people who lived in India wanted their own Islamic Nation once India was freed from the British Crown in 1948. That was almost 70 years ago and yet people are still dying there. Each side blames the other, one side shells the other and kills a few people so the other side will retaliate and does the same thing. The Political Leaders and the Military Leaders must call a total truce on both sides and they must punish any of their own who break this truce at once, they must not tolerate anyone who breaks the truce. For the good of your own people the Leaders on both sides must grow up right now or this conflict will last forever or until both sides blow each other off the map with their nukes and what would that event profit any of you, you will all be dead!

Refugee Minor Children And Criminal Gangs At Our Southern Borders

AP: Most Unaccompanied Minors Placed With Illegals

According to a new review of federal data performed by the Associated Press, 80% of unaccompanied minors detained by the U.S. Border Patrol are being sent to live with family members who are in the country illegally. The Obama administration has made no secret of the fact that they place children with relatives regardless of their immigration status, but this is the first time Americans have gotten a comprehensive look at what that really means. As it turns out, illegal immigrants comprise the vast majority of homes where these children are placed.

The Department of Health and Human Services provided the data used by the AP in their analysis. In reviewing the documents, researchers found out exactly where federal officials sent the 71,000 Central American minors who surged across the border in 2014 and 2015. Not only were 80% sent to live with illegal immigrants, another 6% were sent to live with adults under temporary protected status. Only 4% of the children were placed with American citizens.

House Rep. Bob Goodlatte released a statement condemning the situation. “Since the president refuses to enforce our immigration laws, unlawful immigrants in the United States consistently pay criminal organizations along the border thousands of dollars to smuggle their family members into the United States,” he said.

Democrats, however, argue that there are no other answers. Rep. Zoe Lofgren said, “If you were here as a legal resident or a U.S. citizen, you would petition for your child. Their only route is political asylum. It is not the visa system.”

This is always going to be a touchy subject, because few Americans can be dispassionate enough to stand behind strict deportation policies, especially when they involve children.

But enough is enough! Isn’t it odd that the federal government can find these illegals when it’s time to place children with them, but they suddenly have no clue where they are when they skip their deportation hearings? Come on. This isn’t some sticky situation where no one knows what to do. This is the federal government playing dumb in the hopes that Americans won’t realize that this is a systematic effort on the part of the liberals.

Compassion is one thing, but it’s not compassionate to encourage thousands of children to embark on a life-threatening journey to the United States. It’s not compassionate to throw away 200 years of culture and traditions just because the Democrats can’t get citizens to vote for their idiotic policies. A country cannot be a country without defined, protected borders.

Pope Francis has arrived on the Greek island of Lesbos to show support for refugees trying to reach Europe.

The Pope is being met by Orthodox Patriarch Bartholomew. They will visit a camp for more than 3,000 people who are awaiting either processing of asylum claims or deportation to Turkey.

Lesbos has been a key entry point into Europe for migrants in the past year.

Thousands are now stuck on the island after last month’s deal between Europe and Turkey to try to ease the flow.

Pope Francis and Patriarch Bartholomew of Constantinople – the spiritual head of the world’s Orthodox Christians – will visit the Moria detention centre.

The Vatican insists that the Pope’s visit is purely humanitarian and religious in nature and should not be seen as a criticism of the deportations.

However, the Vatican official in charge of migrants, Cardinal Antonio Maria Veglio, has said the EU-Turkey plan treats migrants as merchandise and fails to recognise their dignity as human beings.

Pope Francis visited the Italian island of Lampedusa in 2013 to show similar support for migrants after dozens died trying to reach it.

‘Terrified’

At the camp, the Pope will meet unaccompanied migrant children, and will later observe a minute’s silence for those who have died making dangerous sea crossings in search of a better life.

On the eve of the visit, one Syrian attempted to kill himself at the camp after being told he would be deported back to Turkey but was prevented by police.

Migrants later demonstrated, demanding better treatment and to stay in Europe.

This is a short, but highly symbolic visit designed to draw attention to what the Vatican has described as a difficult situation.

The Pope has repeatedly called for compassion to be shown to people fleeing terror, turmoil and hardship. He will be hoping his trip to Lesbos will stir Europe’s conscience.

It comes as the EU’s handling of the migrant crisis faces intense criticism from aid agencies and human rights groups. The Pope will meet refugees at a camp where more than 3,000 people are now effectively incarcerated in conditions aid workers say are deplorable.

He will then hold a ceremony to remember those who have died trying to reach Europe’s shores. The Pope is coming with a strong moral message – but no solutions.

The Greek authorities have not yet commented on the suicide attempt, which was confirmed by non-governmental organisations on the island.

The man was among four Syrians who have now appealed against their deportation orders.

However, some Syrians on Lesbos say they are terrified by the thought of returning to Turkey because of reports that hundreds of Syrians have been forcibly returned from Turkey to Syria.

Turkey has denied sending back any refugees against their will.

Refugees and migrants also complain of overcrowded conditions and a lack of food.

Key points from EU-Turkey agreement

  • Returns: All “irregular migrants” crossing from Turkey into Greece from 20 March will be sent back. Each arrival will be individually assessed by the Greek authorities
  • One-for-one: For each Syrian returned to Turkey, a Syrian migrant will be resettled in the EU. Priority will be given to those who have not tried to illegally enter the EU and the number is capped at 72,000
  • Visa restrictions: Turkish nationals should have access to the Schengen passport-free zone by June. This will not apply to non-Schengen countries like Britain
  • Financial aid: The EU is to speed up the allocation of €3bn ($3.3 bn; £2.3 bn) in aid to Turkey to help migrants
  • Turkey EU membership: Both sides agreed to “re-energise” Turkey’s bid to join the European bloc, with talks due by July

A note on terminology: The BBC uses the term migrant to refer to all people on the move who have yet to complete the legal process of claiming asylum. This group includes people fleeing war-torn countries such as Syria, who are likely to be granted refugee status, as well as people who are seeking jobs and better lives, who governments are likely to rule are economic migrants.
