World leaders for Silk Road talks

The Belt and Road Forum for International Cooperation will be held from May 14 to 15 in Beijing and President Xi Jinping will attend the opening ceremony and host the round table summit of the leaders, Foreign Minister Wang Yi said yesterday.

Xi has championed the “One Belt, One Road” initiative to build a new Silk Road linking Asia, Africa and Europe, a landmark program to invest billions of dollars in infrastructure projects.

China has dedicated US$40 billion to a Silk Road Fund and the idea was the driving force behind the establishment of the US$50 billion Asian Infrastructure Investment Bank.

Among those attending will be Russian President Vladimir Putin, Pakistani Prime Minister Nawaz Sharif and Cambodian Prime Minister Hun Sen.

Myanmar’s Aung San Suu Kyi, Kazakh President Nursultan Nazarbayev, Malaysian Prime Minister Najib Razak and Indonesian President Joko Widodo will also be attending the forum.

British finance minister Philip Hammond will come as Prime Minister Theresa May’s representative, while Germany and France will send high-level representatives.

Wang confirmed Philippine President Rodrigo Duterte as one of the leaders coming, along with the Spanish, Greek, Hungarian, Serb and Polish prime ministers and Swiss and Czech presidents.

“This is an economic cooperation forum, an international cooperation platform that everyone is paying attention to, supports and hopes to participate in,” Wang said.

“One Belt, One Road is to date the most important public good China has given to the world, first proposed by China but for all countries to enjoy,” said.

“The culture and historical genes of One Belt, One Road come from the old Silk Road, so it takes Eurasia as its main region,” he said, adding that representatives of 110 countries would attend the forum.

A section of the New Silk Road is in Pakistan, where some projects run through the disputed Kashmir region.

Wang dismissed concerns, saying the Pakistan project had no direct connection to the dispute and India was welcome to participate in the New Silk Road.

“Indian friends have said to us that One Belt, One Road is a very good suggestion,” he said.

During the forum, China is expected to sign cooperative documents with nearly 20 countries and more than 20 international organizations, Wang told reporters.

China will work with countries along the route on action plans concerning infrastructure, energy and resources, production capacity, trade and investment, which will help to turn the grand blueprint into a clear roadmap, he said.

Another task of the forum will be to push forward delivery of cooperative projects, Wang said.

During the forum, parties will identify major cooperative projects, set up working groups and establish an investment cooperation center.

China will also work with all parties on a set of measures that will include improved financial cooperation, a cooperation platform for science, technology and environmental protection, and enhanced exchanges and training of talent.

Participants will sign financing agreements to support their cooperative projects, Wang said.

China will use the forum to build a more open and efficient international cooperation platform; a closer, stronger partnership network; and to push for a more just, reasonable and balanced international governance system, Wang said.

DEVELOPING: Three people were killed after a man went on a shooting spree in downtown Fresno, California on Tuesday while shouting “God is great” in Arabic before he was tackled and taken into custody, police said.

Fresno Police Chief Jerry Dyer said officers took Kori Ali Muhammad, 39, into custody in connection to the shootings. Dyer said Muhammad went by the nickname “Black Jesus” and shouted “Allahu Akbar” as police tackled him to the ground.

Dyer said at a news conference Muhammad told police that he hates white people, and has made posts against white people and the government on his Facebook page. All of the victims of the shooting rampage on Tuesday were white men, according to police.

The shooting spree began around 10:45 a.m. local time, when one person was shot in a PG&E utility truck, a second person was shot on Fulton Street and a third person was shot in the parking lot of Catholic Charities, FOX 26 News reported.

All three shooting locations were close to each other in the downtown area. Around 16 shots were fired during the shooting spree, police said.

“What we know is that this was a random act of violence,” Dyer said. “There is every reason to believe he acted alone.”

Muhammad was already wanted in connection to the killing of an unarmed security guard at a Motel 6 last week, police said.

“Our thoughts are with all involved in the incident that occurred in Fresno today,” PG&E said in a statement. “Public and employee safety is always our top priority. We are still gathering information on what happened, and will work to support first responders and law enforcement in their efforts.”

Dyer said Fresno police have called the FBI to assist in the investigation. Muhammad made other statements to police, but Dyer did not disclose what they were.

The imam of the Islamic Cultural Center of Fresno told the Associated Press that Muhammad was not a member of his center.

Sayed Ali Ghazvini told the AP that he and other faith leaders are trying to identify gunman.

“We’re kind of shocked and surprised for what happened,” Ghazvini told the AP. “We are very sorry for this to happen. We offer condolences for the victims, we pray for the victims and their families.”

One of the shooting scenes happened outside a Catholic Charities building, but officials don’t believe the suspect was tied to the nonprofit organization.

Teresa Dominguez, chancellor for the Roman Catholic Diocese of Fresno, told the Fresno Bee the diocese is providing support for those who witnessed the shooting.

“The diocese will be present to the needs of all those serving as witnesses to this violent and traumatic event,” she told the newspaper, “such as counseling and pastoral care, and Bishop Ochoa asks for the prayer of all the faithful for the victims of this violent crime and their families, and that law enforcement will be successful in the their investigation in identifying the perpetrator.”

Following the shooting, Fresno city spokesman Mark Standriff said county offices were placed on lock down, and people were urged to shelter in place.

The man suspected of fatally shooting a 74-year-old, randomly selected target and posting a video of the killing on Facebook committed suicide as police were closing in on him Tuesday, authorities said.

Steve W. Stephens — the subject of a nationwide manhunt after Sunday’s horrific slaying in Cleveland reignited a debate about violence in the Internet age — was spotted late Tuesday morning at a McDonald’s in Erie County, Pa.

A restaurant manager told the New York Times that drive-through employees recognized Stephens, phoned police and tried to delay him by holding up his french fries.

“He just took his nuggets and said, ‘I have to go,’” the manager said.

Pennsylvania State Police said they chased him from the McDonald’s for about two miles, finally ramming his car.

“As the vehicle was spinning out of control … Stephens pulled a pistol and shot himself in the head,” police said in a statement.

Thus ended a desperate, rapidly expanding search that began Sunday — when a video on Stephens’s Facebook page appeared to show him gunning down Robert Godwin Sr. for no apparent reason.

“We have our closure,” Cleveland Mayor Frank G. Jackson said at a news conference in Ohio.

But Cleveland Police Chief Calvin Williams probably spoke for many when he said moments later: “We have so many questions.”

Godwin was killed on Easter, as he walked alone down a residential road in east Cleveland, carrying a grocery bag.

He was reportedly collecting aluminum cans, though his family told CNN that he was walking home from a holiday meal when Stephens — 6-foot-1 and 224 pounds, according to police — approached with a cellphone camera.

“I found somebody I’m about to kill,” Stephens said in the live video. “He’s an old dude.”

There was little in Stephens’s history, as told by those who knew him, to suggest the violence he was about to document.

He had no criminal history. He had worked for many years at a children’s behavioral center in Ohio, where he had no red flags in his personnel file, according to the Erie Times-News.

A neighbor told CNN that he often stayed with his girlfriend and her children in a house outside Cleveland and that he was there two days before the killing, fixing the garage.

But Stephens’s mother told CNN that he’d bid her a cryptic farewell that weekend. He’d said that he was “mad at his girlfriend” and — in a phone call shortly before the killing — that he was “shooting people.”

Authorities say Stephens had never met Godwin before he pulled his Ford Fusion up beside him about 2 p.m.

Stephens approached Godwin. “Can you do me a favor?” Stephens said, as seen in the video. He asked Godwin to say the name “Joy Lane.”

“Joy Lane?” Godwin responded.

“Yeah,” Stephens said. “She’s the reason why this is about to happen to you.”

Stephens then asked Godwin how old he was, raised a gun into the frame and pulled the trigger.

The camera spun around; when the picture came back into focus, Godwin was on the ground.

In the video, Stephens claimed to have killed more than a dozen people. Police said they have not confirmed any other deaths.

Williams, the police chief, said Tuesday that the case started with one tragedy and ended with another, about 100 miles from the street in Cleveland where Godwin died. “A loss of life is a loss of life,” the chief said.

Stephens posted a subsequent video — on his cellphone, telling someone to go online to watch the footage.

“I can’t talk to you right now. I f‑‑‑‑‑ up, man,” he says.

“I shamed myself,” he adds in the video, posted by Cleveland.com. “I snapped. Dog, I just snapped, dog. I just snapped. I just killed 13 motherf‑‑‑‑‑‑, man. That’s what I did — I killed 13 people. And I’m about to keep killing until they catch me, f‑‑‑ it. … I’m working on 14 as we speak.”

“She put me at my pushing point, man,” Stephens says, speaking of Lane, laughing and calling it the “Easter Sunday Joy Lane massacre.”

CBS News reported that it communicated with Lane via text message.

“We had been in a relationship for several years,” she wrote, according to the network. “I am sorry that all of this has happened. My heart & prayers goes out to the family members of the victim(s). Steve really is a nice guy … he is generous with everyone he knows. He was kind and loving to me and my children.”

The case prompted Facebook to review how quickly and easily its users can report material that violates standards.

“We have more to do here, and we’re reminded of this this week by the tragedy in Cleveland,” Facebook CEO Mark Zuckerberg said at a developer conference Tuesday. “We will keep doing all we can to prevent tragedies like this from happening;”

Three men were shot last year in Norfolk while one was broadcasting live on Facebook from inside a car. And in 2015, a shooter killed a TV journalist and her cameraman during a live television broadcast before posting his own video of the killing on Facebook.

In January, four people in Chicago were accused of attacking an 18-year-old disabled man while broadcasting the assault on Facebook Live. They have since pleaded not guilty.

Other live platforms have been used to broadcast similar videos.

Facebook said it suspended Stephens’s account minutes after learning of the gruesome video.

But it had circulated for hours by then, horrifying countless people.

“This is something that should not have been shared around the world. Period,” Cleveland’s police chief said.

On Monday, in a tearful interview on CNN, Godwin’s relatives said they forgave Stephens.

“The thing I would take away most from our father is that he taught us about God: how to fear God, how to love God and how to forgive,” Tonya Godwin-Baines, the victim’s daughter, said on CNN.

And so, she said, “each one of us forgives the killer, the murderer. We want to wrap our arms around him.”

Authorities just wanted to find him.

 

Authorities issued an arrest warrant on a charge of aggravated murder, put him on the FBI most-wanted listed, and offered up to $50,000 for information leading to his arrest — while warning that he was “armed and dangerous.”

Williams said authorities had contact with Stephens via cellphone early in the investigation, but his last known location was the site where Godwin was killed.

“I don’t think there’s any rhyme or reason for what happened,” the police chief told reporters Monday. “I don’t think there’s anything we can point to specifically to say that this is what sparked this. Only Steve knows that.”

Hundreds of reports of possible sightings started to pour in from across the country — most of them inaccurate.

Early Tuesday, someone called police to report that he thought he had seen Stephens at a hotel in Washington, but a police spokesman there said authorities quickly determined that the person was not the man being sought.

On Tuesday morning, FBI Special Agent Vicki Anderson said Stephens could be anywhere.

“You’re going to see law enforcement activity who knows where,” she told The Washington Post.

It’s not clear what brought Stephens to Erie County. Police described the area as remote, rural and full of potential hiding places.

Cleveland.com reported that he’d posted to Facebook about extensive gambling losses at a casino nearby, and police told CNN that he was a regular patron.

In any case, Pennsylvania State Police were on the trail of his Ford Fusion by 11 a.m., after getting the tip from the McDonald’s.

They scoured the area for the “Facebook Killer” and chased his car for about two miles — before causing it to crash across the street from a former elementary school, according to the Erie Times-News.

“As the officers approached that vehicle, Steve Stephens took his own life,” Williams said.

“We would like to have brought in Steven peacefully and really talk to him and find out why this happened,” he said.

Not everyone thought so.

“All I can say is that I wish he had gone down in a hail of 100 bullets,” Godwin’s daughter Brenda Haymon told CNN.

Beyond its known links to birth defects and other problems, the Zika virus may also trigger cases of epilepsy in infants, warn experts from the U.S. Centers for Disease Control and Prevention.

Among 48 babies from Brazil with probable congenital Zika infection, “50 percent reportedly had clinical seizures,” said Dr. Daniel Pastula, Dr. Marshalyn Yeargin-Allsopp and Rosemarie Kobau.

All three have studied Zika at the CDC, and co-wrote an essay on the Zika-epilepsy connection, published online April 17 in JAMA Neurology.

The Zika virus is transmitted via mosquito bites, and its most devastating effects occur when pregnant women are infected. In those cases, Zika can trigger severe neurological birth defects such as microcephaly, where infants are born with underdeveloped skulls and brains. Thousands of such cases have occurred in South America, most notably in Brazil.

And other pediatric defects and illnesses linked to Zika are emerging.

According to the CDC team, besides the group of 48 babies cited above, seven of another group of 13 Zika-exposed babies in Brazil were also diagnosed as having epilepsy.

The finding isn’t overly surprising since the types of brain abnormalities seen in Zika-affected newborns have been linked to seizures and epilepsy in the past, the team noted.

In a prior study, babies exposed to another common virus, called cytomegalovirus, had higher rates of epilepsy as well — and showed brain abnormalities that were similar to those associated with Zika.

All of this points to “the need to examine how and to what extent congenital Zika virus infection and resulting brain abnormalities are associated with seizures and/or epilepsy,” the CDC authors wrote.

Early diagnosis of affected babies is crucial, the researchers added, and may lessen “some adverse outcomes associated with developmental delay.”

Right now, parents and health care professionals may not be aware of the Zika-epilepsy link, the CDC researchers said, so cases “may be misdiagnosed or under-reported.”

The researchers believe that heightened awareness will be key to spotting cases of epilepsy linked to fetal exposure to Zika and helping babies.

In a statement, the CDC said that “better recognition, diagnosis, and reporting of seizures and epilepsy in infants and young children will help guide interventions to make sure families receive the right support and treatment.”

Bloomberg has announced that President Trump is scheduled to speak to the NRA’s 2017 Leadership Forum on April 28th. Love him or hate him, but Trump is clearly a departure from Washington’s ‘business as usual.’ If you support the 2nd Amendment, which was clearly designed to keep an overbearing government from disarming the public, then Trump is acting in your best interest (at least on this issue.)  

In the November election, we clearly ‘dodged a bullet,’ as Hillary Clinton had repeatedly expressed her bias against guns, gun owners, and has long sought to demonize groups such as the NRA. Trump on the other hand embraced the NRA and it’s supporters and our right to defend ourselves, our families and our liberty. Trump has already reversed Obama’s Social Security gun ban, and Obama’s ban on using lead ammunition on Federal land. Oh, did I forget to…

Storms ripped through our area yesterday leaving thousands in the dark, but not all of us. I have to say I’m very proud of my wife as she executed the plan flawlessly. I was stuck at work 35 miles away when the storm took it’s toll, but she was ready. On my journey home I passed countless downed trees and darkened homes. I admit I was a bit surprised at how few homes I passed showed even a flicker of candlelight – most people were ill prepared for even such a common disruption of power. As I pulled in the driveway my wife met me at the porch with a flashlight, (she rocks) so I didn’t stumble in the darkness. Once inside I had to smile; she had our little LED lanterns strategically placed around the home, a few candles flickering in the main room, and a movie all lined…

China Is The First Country To Offer Assistance To Nepal With Election Equipment

As Nepal steps up efforts to hold polls to local government bodies on May 14 in the face of opposition from the Madhesi Morcha, China has become the first country to offer assistance for the elections.India, which has been pushing for all stakeholders to join the electoral process, is still silent on offering any kind of assistance despite several requests from the Nepalese side.

Besides monetary support of nine million Yuan announced during Prime Minister Pushpa Kamal Dahal’s recent visit to China, a tranche of election-related materials arrived in Kathmandu from Beijing on Monday.

Chinese ambassador Yu Hong handed over election-related materials, including pens, stamp pads, rubber stamps, calculators, scales, punching machines and table watches, during a function in Kathmandu.

Nepal has also purchased 30,000 ballot boxes from China that are set to arrive in Kathmandu in a day or two, the Election Commission of Nepal said.

The Election Commission said it requires 67 types of election-related materials to conduct the polls. It identified India, China and the UNDP as major sources for these items.

“Nepal had requested for around 1,000 vehicles of various types from India but we are not sure whether we are getting them or not,” said a senior Nepal government official who did not want to be named.

According to officials, the election commission had requested India to provide vehicles and the special ink used to mark the fingers of voters after they cast their ballots. It had sought 11 cars, 35 double cabin pick-up vans, a mini bus, a micro bus, 30 motorcycles and seven scooters.

Officials of the election commission and the home ministry said there had been no confirmation from India on whether it would provide the assistance sought by Nepal.

During the second Constituent Assembly elections in 2013, India had provided 750 vehicles and other election-related materials.
